Ms. Elizabeth Bettis
Chief of Staff, Office of the Secretary of War, Cost Assessment and Program Evaluation
Ms. Elizabeth Bettis currently serves as the Chief of Staff to the Director of Cost Assessment and Program Evaluation (CAPE) in the Office of the Secretary of War. CAPE is the principal advisor to the Secretary and Deputy Secretary for the Department’s cost estimation, programming and resourcing. In this critical leadership role, Elizabeth brings deep expertise in defense technology and strategic policy, and is a key integrator across the stakeholder community.
Elizabeth dedicated the majority of her early career to public service before intentionally pivoting to the private sector in 2022 to broaden her understanding of the defense ecosystem. Prior to her current appointment, Elizabeth was a Director of Client Strategy at Radancy, a leading talent acquisition software and strategy firm. There, she led the national security portfolio providing talent acquisition and workforce strategy for the Central Intelligence Agency, Lockheed Martin, L3Harris Technologies, and Jabil manufacturing.
She previously served as a policy advisor at the U.S. Department of Homeland Security (DHS) where she provided thought and policy leadership on the intersection of national security and emerging technologies. At DHS, she was instrumental in establishing the first emerging technologies team, ensuring national-level strategies for security first technology development, and advising leadership on long-term planning for emerging risks.
Earlier in her career, Elizabeth held multiple policy, legislative, and advisory roles with the Federal Emergency Management Agency, the U.S. House of Representatives, and the U.S. Department of State. Through these roles, she built a robust foundation in risk management, resilience planning, and international relations.
She holds a Bachelor of Science in Political Science from Georgia State University. She is an avid participant in the Reindustrialize movement which is dedicated to rebuilding and modernizing the American industrial base to strengthen American leadership and shore up American national defense.
