Lieutenant General Jin Yong-Seung currently serves as Commander of the Republic of Korea Strategic Command (ROK STRATCOM).

His career encompasses extensive operational command and strategic planning experience across multiple assignments. In his previous assignment, he served as Chief Director for J5 at the ROK Joint Chiefs of Staff, a position he held from 2023 to 2024. Prior to this, he served as Deputy Chief of Staff for Plans and Management (A-5) at ROKAF Headquarters from December 2022 to November 2023, and commanded Air Combat Command from December 2021 to December 2022.

He served as Deputy Chief of Staff for Information Planning at ROKAF Headquarters from December 2020 to December 2021, Chief of the 2nd Force Division at JCS Directorate of Force Planning from December 2019 to December 2020, and commanded the 19th Fighter Wing from December 2018 to December 2019. Additional headquarters roles include Assistant Deputy Chief of Staff for Force Requirement (A-5) at ROKAF Headquarters in 2018, Chief of Air Capability Branch in the 3rd Force Division at JCS from December 2016 to January 2018, and Chief of Force Requirement Branch in the A-5 directorate at ROKAF Headquarters from December 2015 to December 2016.

He graduated from the Republic of Korea Air Force Academy in 1991 as a member of the 39th Class and earned a Master's Degree in Computational Informatics from Yonsei University in 2000. His professional military education includes the Advanced Policy Expert Course at Chungnam National University in 2016 and the International Security Strategy Program at Seoul National University in 2020.

He was promoted to Brigadier General in December 2017, Major General in December 2020, and Lieutenant General in November 2023. His decorations include the Presidential Citation, Minister of National Defense Citation, Chairman of the Joint Chiefs of Staff Citation, and Air Force Chief of Staff Citation.
